After returning to Earth 20 years later, Rocko, Spunky, Heffer, and Filburt must adjust to an entirely new environment. While Rocko’s friends quickly adapt to the changes, Rocko has a difficult time adjusting and just wants to watch his favorite TV show, The Fatheads. When an opportunity for a new The Fatheads special arises, but the show’s creator is nowhere to be found, Rocko jumps at the opportunity to help.
In an article in Entertainment Weekly, the magazine reported that during the production of Rocko’s Modern Life: Static Cling, they consulted with Nick Adams, who at the time, was the director of transgender representation at GLAAD. This was done to ensure it respectfully portrayed Rachel Bighead, the transgender daughter of the Bigheads.
